Should manufactures now make over tank light fittings that are of a hight IP rating, it could be possible to make such a fitting but cost would come into play, tho safety would be paramount and possible lives and fish would be safer from all the known mains related accidents involving water and mains 230v!!!!!

the problem with making them with a higher IP rating would be that the unit would have to be completely sealed and then there will be issues with cooling especially with MH lighting
all you can do to make it as safe as possable is to have an rcd to protect, check that the earthing of the unit is ok and make it as sercure as possoble
