What sort of lighting, halide or t5?
What brand?

If it's an 'electronic' halide ballast, pretty much unrepairable. Magnetic halide or T5 units are pretty easy to diagnose and repair.

Post a photo of the ballast/starter unit and if you can take the cover off and post a photo of the internals that'll help too, thats assuming it is the ballast/starter causing the problem.

Firstly, if i remember correctly, the coralvue ballasts have american colored wiring, double check it's been wired correctly, I don't think the lamp end makes much difference, but I go for "live" to the centre pin of the lamp. Use google to check the colors. Other than that, it's a process of elimination to check there are no shorts or anything. It sounds like something is wrong on the lamp side which may have led to the demise of the original ballast - maybe?
